Supply Chain Localization
Local content strategies for resilient and sustainable supply
chains
At MES, we help clients build stronger, more resilient supply chains through
local content strategies that deliver both business value and broader economic
impact. As global energy, infrastructure, and trade dynamics evolve, there is a
growing need to ensure large-scale investments generate real benefits for local
people and economies. Local content is increasingly recognized as a critical
tool for inclusive, sustainable growth, but turning policy into practice remains
a challenge.
Our services are designed to close that gap, supporting clients with tailored
advisory, supplier development, and digital tools to unlock local value and meet
shifting global expectations.

Local Content Advisory
MES provides expert local content advisory services to governments,
regulatory bodies, and companies on how to effectively develop and implement
policies and programs that promote the participation of local businesses,
labor, and resources in key industries—especially in sectors like oil and
gas, mining, and infrastructure. Through assessing the existing local
capacity, identifying gaps, and designing strategies to enhance local
workforce skills, encourage local procurement, and ensure compliance with
relevant regulations, MES supports our clients to foster inclusive economic
growth and create sustainable development opportunities while aligning with
national development goals.
Enterprise Development Centers
An Enterprise Development Centre (EDC) is a specialized facility or program
established to support the growth and sustainability of small and
medium-sized enterprises (SMEs), startups, and entrepreneurs. It serves as a
hub for business development, capacity building, innovation, and access to
resources.
Since 2019, MES has been operating MozUp EDC on behalf ExxonMobil Mozambique and Rovuma
LNG Area 4 partners. MozUp promotes and drives the growth of Mozambican companies,
providing broad business services to support local economic development. It provides a
multi-stakeholder platform to support Mozambican companies and international partners to
integrate into and benefit from a wide variety of growing market opportunities,
including in the liquified natural gas (LNG) supply chain.
Supplier Development
MES provides advisory and training services to enable local business compliance with
regulatory and environmental standards, foster innovation, and encourage inclusive
economic growth—particularly for youth- and women-owned enterprises. By investing in the
capabilities of local suppliers, businesses can improve product quality, ensure more
reliable and timely delivery, and reduce operational costs. Supplier development also
supports national goals of industrialization and job creation, particularly by
empowering small and medium-sized enterprises (SMEs).
In a region rich in natural resources but still developing industrially, supplier
development plays a key role in building a sustainable, competitive, and self-reliant
economy. Our supplier development programs offer a strategic opportunity to strengthen
local supply chains and enhance economic resilience.
Supplier Relationship Management Portal
The Supplier Relationship Management (SRM) portal is a cloud-based platform
designed to transform how global businesses connect with local markets.
It is purpose-built to:
Accelerate access to high-potential, verified local suppliers.
Unlock new markets and drive measurable local economic impact.
With the SRM portal, operators forge stronger ties with local micro, small,
and medium-sized enterprises (MSMEs) while advancing their local content and
development goals—all through a scalable, customizable solution.
